Really the only viable reason I see for a message arrow would be for covert communications. For example a castle is under siege, and you need to get a message to those inside, at night you may be able to sneak close to the castle walls, but you're not getting in and shouting to the people on the other side is probably not a good idea if you want to stay undetected from the enemies around. An arrow with a message could get the message over the wall without being noticed.
