It's the frame or receiver rule. It's kind of awful, so let's get to the bottom of it.

Thank you Mr. Larosiere for these legal summary videos of the nonsense in a lay-man understandable manner. And for the bit at 14:08 with your artisanal comment.
I am quite disturbed that this behavior isn't checked by the courts. This is the sort of corruption I would expect in a dictatorship like Soviet Russia, or third-world nation like Pinochet's regime. Where the cloak of legal legitimacy is used to enact arbitrary laws in violation of established processes of government, and basic civil protections therein. (TL;DR: "WTF, mate")
What frustrates me more is courts have abdicated their responsibility and are complicit in this behavior. The absurd number of relistings of the Garland case at SCOTUS (bumpstocks) while civil damage has already been done is evidence of this. It is analogous to the wholesale seizure and pillaging of ethic Japanese assets, land, and property during Korematsu case, and internment camps. (TL;DR: "Whoops, our bad for ruining your family's lives for generations. We'll tut-tut ourselves and slap on wrist fifty years later.")
I almost wish we had criminal accountability for politicians (and agency members) engaged in bad-faith abuse and conspiracy to deprive individuals of civil rights. Actual criminal prosecution, conviction, imprisonment, and seizure for violating process of government -- same as we hold doctors to task for malign malpractice and prescription abuse.
Thank you, my blood pressure appreciated the factual presentation, rather than the more common chicken little 'the sky is falling!' knee jerk video. I look forward to an update if/when you find anything else interesting in the new rules.
