What I would do is vacuum seal the portions. Get a vacuum sealer, and just pack a bunch of portion in it, suck it the air out, freeze it, and good to go
These products are the cheapest snus available on the Swedish market. It's priced lower because the tobacco weighs less due to the dryness.

Make your own snus is a great idea. But the only problem i have is the high volume tobacco produced. I can't use it all in time and much of it would go to waste.
