When these rifles were gathered up by US troops at the end of the war their bolts were removed, put in one pile, and the rifles were thrown onto another pile. The dust covers were often just plain thrown out. Therefore mismatched was the usual condition when they were shipped stateside, and dust covers were usually missing.
Also firearm belonged to the Emperor, I Japanese soldier isn't just going to throw away a piece of the rifle.
