the shooter acted upon what was going on at the moment. and from everything i could see it was a dangerous crime situation being perpetrated by someone who appeared to have a gun threatening the lives of everyone in the area. it doesn't matter that the gun was fake, no one there seemed to be able to tell the difference.
the shooter did what i would have done. shoot and keep shooting till the perceived deadly threat is gone. the pause before the last shot means nothing. the guy is a hero.
